Why? Allows for "compliance" style lists (multiple killing evils) that don't suck ass.
Doomsday allows for coordination, which this modifier is explicitly trying to avoid.

you want multiple killing roles but dont want them to know each other?
what kind of list exactly is this going in
all shrouds?
7 wws vs 8 town or something silly like that
Neutral evils are not included as well.
Where Doomsday is a game mode in and of itself, One Enemy is more of like something you throw into 10v5 lists or vip or silly lists (remember vigilantics?)

list you could do with this:

they're for different lists
doomsday is for serious evil cooperation
one enemy is for 4 arsos 4 wws 6 veterans and 1 marshal

This is just Doomsday but now it's more swingy since the evils can kill each other now
The lists that it's intended for would mostly just require evils to be stupid for town to win
it's a fine modifier
not as serious as doomsday, but not every modifier is designed to summon an entire game mode and meta into existence
You shouldn't dismiss game balance with "it's just a modifier" since everyone is just going to play two games of it and realize that their effort isn't being rewarded. This doesn't have the same "le funny" factor as something like AA, outliers or fools mode. It's just going to generate the terrible feeling that "I died because X player couldn't see that I was evil and killed me"
nah it's gonna create vigilantics/lovers-esque lists where its chaos but now you don't lose simply for being the wrong role
And it disincentivizes you to have too strong of a claim, lest you get killed by your own teammates
once again, chaos modifier for chaos rolelists
this makes stuff like rainbow more palatable to play because you don't get sk/solo cov and lose before you've gotten the chance to even play
If it's a rainbow game with this modifier, everyone can just confirm themselves as an evil and hang the townies

or hit the na/coven and kill them
If they have defense 99% of the time they're confirmed as on your team
You're confirming yourself as evil when you kill someone, and if you hit an immune you confirm both you and them
if you're ww/bers you'll kill them

nes still want to win on their own win cons
there will be a monarch
you could walk into veteran
they could be trickster selfing and killing you the next night
yes tis are fodder but any list with this mode won't have many if any

It's still just AA but evils won't out other evils

It just seems to me that it's just AA but slightly different

it's not for aa lists it's for lists where evils are the uninformed majority

there's nothing stopping this from co-existing with the far better balanced and designed doomsday or despot
but some people actually enjoy stuff like feeling lucky and lovers
I enjoy the concept of Lovers, I wish it was better implemented so that everyone could have fun

You shouldn't be trying to design unbalanced modes just because "le funny". fools was designed as joke and not an actual mode
it doesnt really work with the way lovers currently works though
town + evil would just, win 100% of the time
its like an NP - town lover pair

it turns chaos lists from "oh I died n1 and I instantly lose as solo" to
well there's still a chance I win even when I'm dead
it'd have to be tweaked in lovers but you see the idea of one enemy

love how the current lovers list:
- on average, has 10 town per game
- splits up all the evils too so not only are they fighting 10 townies, but also other evils
- also in addition to both of these making town's life easier, they also just straight up have evil roles
