This modifier would take random people from their faction and instead make them part of an Outlaw faction at the start of the game, their win condition is now to be the last players standing alongside eachother, there can be a maximum of 4 Outlaw aligned players (also can't take NE/NP/NO)
the amount of outlaws in a game changes based on the amount of people that the game started with
1-5 = 1 OL
6-9 = 2OL
10-12=3OL
13+ = 4OL
roles taken from informed minoritys (eg coven/apoc or compliant killers NK) will not appear as a teamnate to real members of that faction, Outlaws have their own nightchat.
unless otherwise impossible, a maximum of half of the Outlaw faction can be roles originally from 1 faction (2/4 town roles maximum in a 4 OL team for example)

also vamp immune but able to be recruit - only 1 member of OL's can be rec though
