Town Outlier last is a problem. Since there's an order that prioritizes weaker alignments, WHY DOES VAMP PILGRIM NOT GET PROMOTED BEFORE VAMP JAILOR? Pilgrim is also town outlier, and it being after tpows on the promotion order makes no sense. Instead, the order should be:
Pilgrim > TI > TS > TP > TK > TGov > TExec > Catalyst > Town-aligned evils (e.g. Town Witch, Town Berserker)
TL;DR - keep Catalyst after tpows, but move Pilgrim to first priority

I was overcharged as marshal once, it allowed me to do a tribunal with 3 hangs
but then I was overcharged as veteran and it did absolutely nothing other than just letting me alert as normal
