-At the start of the game, 3 random townies will betray the town and instead form their own separate faction, the Fugitives. All Fugitives appear as enemies to the Town like any other faction, however Fugitive Town Protectives and Fugitive Town Supports will have detection immunity to the Sheriff.
-Fugitive townies may chat together during the night like any other faction and will know each other's respective roles.
-To prevent conflicts, Fugitives may not be selected to become a Town Traitor or Recruit. If there are less than 3 applicable townies to choose from, then this modifier will make as many townies as possible into Fugitives.
-Fugitive Town Killings and Fugitive Town Powers will not receive any punishment if they kill a townie.
-There will always be at least one Fugitive Town Power or Fugitive Town Killing if the role list allows for it.
