Abilities

Birds (NIght ability) (Infinite Use)
You may choose to command your birds to stay at someone house
In doing so the target will get # votes to be put on trial depending on how many birds you sent

attributes :
Sending birds is an astral visit
At the start of the game you have 0 birds
At the start of the day you gain 1 bird
You can have up to 2 birds
The target will only receive the votes if they survive night and discusion phase.
The bird master can decide whether the target (If target is upped for trial) is innoed or guiltied by the votes they got.
If the Target with birds survives the day or doesn't make it till the voting phase you gain 50% birds counting down (So if 1 bird then 0 if 2 birds then 1)
Goal : kill/lynch every evildoer

Dove: Removes votes from a selected Target in the Trial Selection phase.
Crow: Adds votes to a selected Target in the Trial Selection phase.

Mayor when revealed can't be defended by 2/5 Tps which is alot.
Even if this dies the Birds stay on the target, so town still has voting power (Sort of)
Mayor can't be revived to help with votes, this can.

comparing this to mayor is just bad, cause this is not based off mayor.

with the trade quite literally being not permanent

exchanges the permanence of knights for less permanent birds, which has lower risk but lower reward

Again Monarch gives Knight to make their target have power in Voting phase.
BM orginally gave birds so that people are getting voted even if town lost majority.
You can't really stop birds unless you are jailed.

I think that change could be enough, but you could theoretically reward it by making the birds return to you on a sucessful evil lynch (though with that you might want to remove the daily bird after sending out)
