How would those Neutral Evils work in a no-town rolelist?

Exe will:
A) Not have a target and never win
B) Have a non-town target
C) Turn into Jester

Inquis will
A) Not have a target and never win
B) Have three non-town targets
C) Win

Or D) crash for both?

inquis can have three non-town targets naturally i think, im pretty sure that the only limitation is at least two opposing factions
