Nah because Vigi shouldn't have the killing power as Jailor.
Right but in a game of SS or TT, if Vigi gets two shots off and knows a third coven, the game is already over regardless. I don't see the issue but it's not a hill I would die on either way.

People don't random shoot with the last bullet unless they want to die.
It's fine without secret killers but I despise it with secret killers
I want town to a point where you can actually fake claim every town role that isn't TPow as any evil role

I mean I can undestand the argument of "it wouldn't do much at all since Vigilante rarely lives to use all 3 bullets"
But it still affects Vigilante when it does live on to be able to use that third bullet
And as I mentioned earlier it affects Retributionist/Necromancer as well
3 shots is fine but get rid of the delayed hangman. It makes TP testing too easy.
