Send out a wiring pulse randomly, you can adjust the rarity of it happening and the frequency in which it will try to do it, if a wire is connected to the input it will need to be activated for the block to start doing random pulses

for it to be deserving of its own block, it needs to have many common uses

this doesn't have that many uses, and they're also not very common

the SR latch, on load block, and 1 second tick block are the only three that I can think of that were already possible to create with other wiring blocks, and they're pretty common and/or exist due to requiring precision

but yea, regarding the actual way you'd implement a randomized pulse, you could use multiple variables instead of just one in order to more efficiently handle multiple uses of one
