i think it should be like. you can copy and paste to another map if you placed those blocks yourself

well think about cws, if in a cw there's like wiring or something someone else did and you need it in another map, since you didn't place the blocks, it wouldn't work and you'd need the other member to do it or you would have to pick all the blocks up and place them back down, but that could break it if you don't do it right or block states aren't preserved
