it's not supposed to make sense. If hot cocoa didn't make the fire effect go away, then fire would become pretty op since you would have to use 500 cotton to remove it and then just throw it away.
Bolas would become op because they would have NO (cheap) COUNTER, yes they're pretty much an expensive snow ball, but if there's like a whole team going for someone with the flag, then someone will use it because they'll know there's 0 counter to it that won't use up a lot of cotton
