The cooldown was added because players were abusing tag switching to keep maps featured for longer than intended. This created an unfair advantage and ended up reducing variety for everyone, since the same maps would stay featured over and over.

The delay is there specifically to prevent that kind of spam/exploit and keep the system fair and rotating properly for all creators.
