Yes the TOS is 13+, but players are only punished if they are <10 because 10+ is enough to have a parentally managed account, and if they get a parent managed account it's fine.

It's 10+ because punishing people for age is techically banned unless they are <10. same for every other VR game. you can play a $60 PVP game that is rated M while you are 11, and the game can't do anything if they have a parent allowing them to.

The thing about this is that not all younger people are like this, I know someone might say "well it's most of them" but that's just because you only remember the dumb ones, you wouldn't take a mental note if you had a normal experience with normal players and a few of them just happened to be like 11, and I know that because it happens all the time. A lot of people you play with are 13 and below, it's just you don't know that untill you find a little brat iPad kid.
