I think the issue most of the time is that the post WAS going to be closed down, maybe for it being denied, or breaking the guidelines, but there's a argument happening, so then it appears it just got shut down for arguments, which isn't the case.

ive seen alot of mods close suggestions because of arguments when it is a simple disagreement, i think its eaiser just to leave it alone or punish the users than face the backlash of ppl that were talking
