I am very confused
This would only serve to limit the actions of those who are specifically recruited to help the community. Let’s say, for instance, a mod that is not queer encounters bigotry out in the wild in a lobby. Are they supposed to do nothing and pray that another mod is quick enough to take action before more harm can be caused by the rule breaking player?
Mods are chosen and trained to deal with bigotry no matter what their identity is, therefore they should also be able to handle those situations regardless of those factors. Trust in their training, and if you happen to encounter any bigotry, feel free to report it to any mod 
It’s slightly funny that this just says ‘bigotry.’ Not specifically about bigotry related to any queer things, just bigotry.

I mean i can see it making it more understandable in a way but mods are meant to do this regardless
certain mods shouldnt get to do certain things because what they are they can also lie and they are all meant to do the same thing any other mod wwoudl do

I mean, an alright idea on paper, but in execution, this would just limit how quickly some incidents get responded to
if you specifically want a certain mod in your tickets, you're more than welcome to ping them
This would slow down response time by quite a bit. Also all mods should take the same action, in a perfect world background should be irrelevant to the report reviewer as the rules are rules.
(Although there could definitely still be corrupt mods)

I don’t really understand why you want someone who has experienced the same thing to review your ticket… the rules will still be enforced at the end of the day, why does the person who does the review matter?
The only reason I can see is to ensure the report is rightfully used and action is taken, but atp there is a much bigger problem with mod trust that should be addressed
Nonetheless all mods take action against the same stuff

I've been called a sissy before, made a report about it, and the mod who reviewed it didnt do a single thing 😭
