Although this is probably made with good intentions, this would be terrible for the game, because anyone in any community world could make any rules they want, and give anyone the ability to report for whatever dumb reason they could come up with. TLDR: Someone could make one of the rules "Donate at least 500 buttcoins"

it's with good intentions that you suggested this, but people would definitely just make stupid rules for the sake of getting people punished. adding a ban button like lots of people have suggested would be a lot better of an option for cw staff to enforce their own rules instead.
