Enforce suggestion rules

As of lately #1197636957182885899 has been getting a lot more joke suggestion, this only takes up space in the already almost full suggestions category, so suggestion rules should be enforced harder, so that the people who have actual suggestions, can suggest.

there's a difference between promoting yourself outside of the designated area and making a joke

they're similar enough to make an analogy but it doesn't quite work

the joke is harmless

self promo is usually just people spamming begging for subs which is annoying
