Yes, but if you want a color that you don't want to wait for, or want it a specific way, then you could recolor it.

Someone told me that all of the different colors in the random pets machine are the same rarity, so all of them are basically 50-50, unless i’ve been lied to

random is cool, but either waiting or gambling feels a bit scummy as buttcoins can be bought with real money, so either you use 4 days of work or ~$5 per pet to hope you get the one you want
so paying extra to just get the pet you want sounds better
imagine either waiting weeks on end or spending 10x the amount for one pet to get the specific green dog you wanted, and you didn't even get it
personally though, I don't think I'd use this feature though, but I see players who actually buy buttcoins getting use out of this
really, I don't see a reason to not add it besides there being rare pets, which the two people said they liked all the pets having the same rarity
scratch all of that, I didn't realize the person wanted to be able to recolor pets I assume after buying it

yes you COULD get it without spinning, you just have to wait weeks and the community does a little gamble all together every week as everyone checks if they got the black cat
just to see repeats of 2 weeks ago
I still kinda like the random spinning, but that's because I don't care about what pet I get, be it green dog or orange cat
some people do actually care though, and that's where I feel it's a little scummy
