I would rate 7/10 I can't really draw so keep on draw be the best in the world and don't let people stop you.

You can try out programs like ibis paint x or krita that are free and you can download them on your phone or computer, however keep in mind that it won't make your art necessarily better, you still have to learn everything like perspective, colours etc. Actually they might even be harder than drawing on paper for a begginer tbh.
