I know this has been suggested before but

New ranks, owners can give different ranks to people

Owner: same, can do everything

Trusted staff: can add Jr staff and works as staff, can change world settings

Staff: can build and moderate, cannot change world settings

Jr staff: can build with other staff can use staff teleporters and buttons, can not moderate

Builder: can build but nothing else

Moderator: can kick

This would come with a new board: ot shows you everyone with permissions to do stuff and what they can do

Head of staff can do everything trusted staff can do and add + kick staff and trusted staff. Co-Owner can rollback the server by 1 day add and kick every rank below, and can do everything that the owner can other than delete the world and rollback the world infinitely. Owner can add and kick every rank rollback the cw as far as needed, delete the world.
