I kept leaving the village and coming back almost 10 times, and every time I did that, I walked looking at these 6 locations. I don't know the spawn rate of his appearance, it could take more than 10 times.

maybe it was just luck but after looking for him several times to no avail he instantly appeared outside the platinum arena once i beat the water elementum

he is actually from Aerobia so maybe they could do something with that in the future when Aerobia eventually comes out
