Supplementary information, after investigation, when YY voice is turned on in this system, the game will crash, and when YY voice is turned off, it will run normally. Limited to this Internet cafe system environment.

If anyone is still getting this error, I’ve tried everything, but nothing worked. Strangely enough, when I ran Steam as an administrator, it downloaded a different plugin and the game launched.

hey i figured it out. I simply moved the game folder onto the same drive as my OS (I have a drive just for my games) Doing that made the game launch properly. I'm not a fan of it but it works. Hopefully they're able to fix that issue.
