There are 2 possibilities of what you could be referring to. It could be that people are going into the training room by clicking offline play on the main menu and then training. From there you can select any currently available skin on any legend with any currently available color and weapon skins. Or they could be going into the render tool by clicking options and then image render tool

You could make arguments for lots of different axe characters being the best. It all depends on preference and in what sense of best you're looking for. Some commonly considered strong ones would be Ragnir, Teros, Volkov, Brynn, or Rayman, but the other ones are plenty strong. It's mostly about preference

axe is a heavy weapon with good damage buildup and kill power, plus high priority, but also high endlag and high startup

nlight- get off me tool. can kill, but late.
slight- main combo starter
dlight- very good antiair
nair- juggle tool
sair- main kill option. very long range. can be used as a poking tool if spaced right
dair- very powerful offstage tool. useful onstage as a poking tool too
gp- useful for spot dodge reads. less so as a gp
rec- big hitboxes. reversed offstage can catch low recoveries. forces the opponent to keep a distance. kill option off the top (need to read)

axe is in a good spot rn in 1s, and one of the best weapons in 2s

That being said, in general there are a few key aspects of Brawlhalla that you can improve on that you might be struggling in:

Movement
Movement is by far the most important thing to understand and utilize in Brawlhalla. Learning movement techniques, like dashing, dash jumping, and fastfalling, and implementing them into your gameplay will give you a headstart over many others.

Gamesense/Decision Making/Knowledge
Gamesense is knowing what to do based on the information you have. Having more knowledge about the game will ultimately improve your gamesense as well. Knowing the range of the weapons, certain signatures, how certain legends want to approach, etc. allows you to play the game in a way that gives you the biggest advantage over your opponent. This skill will come over time as you play the game more.

Mechanics
Although not the most important thing in the world, mechanics can certainly get you past those lower elo's where you are stuck. Learning your weapon's main combos, strings, and your legend's combos and strings can sometimes net you games that you might not otherwise have won. It's good to have these in your back pocket for whenever they are needed.

Mentality
We've all gotten tilted from that Orion that does not let up on that heavy attack button. But one concept that's very important for improving is learning from your mistakes. Keep your cool, watch your replays, and see where you went wrong. You will play worse if you are tilted, so if you are it's a good idea to take a break.

Remember that most bad habits are only bad because they are the sole option you use in that situation. After learning other options and breaking the bad muscle memory, your old bad habit can be a good option now that it isn't your only option.
