basically your computer sends out "packets" of data to the server and the ping is how long they take to get sent to the server, so your data is taking 360ms to reach the server, when they reach the server the inputs would be registered. theres other factors as in, time it takes for your pc to receive your keyboards inputs, time it takes for monitor to display them, time it takes for your computer to compute your inputs, etc (note these are generally lower than ping since its not having to travel across the internet, but can be significant in some cases
