I've also made a Cloudflare security rule to let the Go-http-client agent access the content
Cloudflare seems to inject a JavaScript script preventing the installation
I have it working similarly for https://github.com/fortio/website (github pages, no issue with cloudflare fronting it)

normal botfight mode cannot be skipped by custom rules, could be that
i've tried copying the method you've used and cloudflare still inject that JS code preventing the installation
possibly, which would make things harder

i'm not sure, but i think the issue was the permalink. it used to be example.com/foo.html instead of example.com/foo
