Did some primitive testing and math and it seems like the katana is like 30 percent faster for normal attacks. The katana took 2s to swing 4 times and the scythe about 2.83s. The damage on the katana is 45 while the scythe is 58, meaning if my calculations are right the katana deals about 23 percent less damage on a normal attack. A conclusion I might make is that the katana is better for DPS, but this is only made with some primitive testing.
I'm not sure if the method I'm using to calculate this is right so feel free to correct me
