World is fucked, iirc even the moon got fucked
A research organization managed to find a way to open a wormhole to an alternate dimension (Strinova)
Strinova is a special world where people become semi-immortal due to technological advances like being able to rebuild bodies and transplant people's memories into them and so on
Some people even evolved to be able to access the 2nd dimension and the 3rd dimension at the same time (Superstrings)
But there's a catch to that immortality known as Collapse syndrome.
Just think of it as Dementia + Cancer + Zombie plague infection style.
Because of that, we got 2 sides that are trying to fight each other, trying to monopolize "Bablo"
Bablo is a fictional resources that acts as a "hail mary deus ex machina" to explain the science-y bullshit. It's both a material and an energy source
Scissors is the "rebellion" side, They're nabbing bablo because they need it for their research on opening the way back to earth. (Because Opal destroyed the last portal wormhole thingy that brought them to Strinova to assert their ruling dominance)
Opal (PUS) is the "government", They're monopolizing the bablo to further their government-y stuff
Then there's Urbino, the capitalists who sell their services to both sides.

So far it can open portals, stall collapse syndrome, act as the major catalyst in rebuilding a person once they are succumbed to the syndrome, power up offensive instruments in both small scale and large scale, from special rounds that can actually kill off superstring for good to potential space weapons. What else can it do? No way Scissors just want to use it to open a portal, get back to trashed Earth and done. Especially when they have top scientists like Meredith and her assistants, so I think Bablo can even be used to reformat Earth's terrain and environment to a degree, for example, reforming soil to become usable for crops

The answer is yes (both Nobu and Ming have the same markings). As for what it is, I'm not 100% sure. Could either be Superstring marks or, in Ming's case, her "electromagnetic arm guard" (since her right hand is what she uses on her Active Skill).

I imagine PUS would measure a soul based on what can be fit into a memory chip for reincarnation and body swaps. The Scissors on the other hand may see them as more complex (but still transferrable as far as body swaps).
