So basically the spy unit from P.U.S called 'Compound Eye' Ishiding out in a shabby truck to catch someone who's leaking important city plans. Two veteran spies are undercover in a bar, and meanwhile, there’s two rookies stuck back at the truck: one nervous guy who's writing down every little thing, and Flavia, who seems totally zoned out, using her butterfly-powers to sense stuff around her. Their squad leader kinda dislikes them and wants them to screw up just to teach ‘em a lesson, but turns out Flavia isn't spacing out but predicts the target's moves + she helps calm down her rookie partner (who's freaking out cause she has a younger sister to take care of and can't fail again). Flavia promises her it's gonna be fine, steps up and gets ready for action.

Then Flavia uses her butterfly powers to sorta hypnotize the target and interrogate him. She easily gets a confession, but the hypnosis fades way sooner than expected, so she quickly knocks the guy out to keep him quiet. After all that, her boss, Schroder, starts looking through her background and finds out that Flavia had a twin sister named Sylphina who died in some suspicious accident during a mission. They blamed it on faulty intel, but Flavia realizes it was probbly actually because of corruption inside P.U.S/Prism She gets really mad realizing her sister died for nothing, and she decides she's done being passive girl is gonna fight from the inside to totally change the corrupt system and get justice for her sister.
Sylphina died during an incident known as "Operation C," initially classified as an accident caused by faulty intelligence. She died because an attack intended for PUS main combat unit inexplicably targeted Sylphina's logistics support team instead.Before Flavia took over, they were forbidden to carry weapons on them, so she couldn’t even defend herself)
Due to Sylphina’s fragile "consciousness sequence," she was unable to regenerate her superstring body (kinda like Meredith), which resulted in her permanent death.

Ch 3
So Flavia basically goes full badass and changes Compound Eye from quiet spying to aggressively hunting down corruption. Soon enough, everyone in P.U.S starts fearing her and her spooky butterfly powers xD Eventually, she even confronts Schroder directly, exposing him for corruption and completely kicks him out.
