From what I can tell based on some CN sources that I can't confirm firsthand, it's implied that the Navigator is not the ONLY Navigator. They're basically a group of individuals that record the memories/data of individuals onto memory chips for use in reconstruction.

As for lore relevance, they definitely still are (some of the more recent flavor text from stuff like Fragrans' character story and the last entry in Operation Restraint reference Navigators and their role), but as to how it develops, we don't know.

There's one line in the manga that hints that Michele realizes that some sacrifices need to be made, so even if she would learn about the shady stuff the higherups done for cover up, she's the kind of person who would try to "fix" them from within. Nobu kinda strikes me as same kind of person. Kokona is chill with Scissors wanting to return to earth and understands their reasoning, not saying it's wrong. Yvette is Yvette, Snail is Snail.

So it kinda builds on the "special investigation team" to be the current playable PUS characters. What their role would be, we will find out. Tho I can smell them go hand in hand with Scissors (and Urbino) against a common foe. And it won't be the Crystallines.
