Long story short - Outbreak is essentially a String-based infection event — but instead of just messing with bodies, it targets memories and emotions.
And that's the only thing you really don't want to be messed with. Ask Meredith or Audrey

Has to do with Season 2-3 story where New Bethlehem was introduced as a faction (if The Scissors are a radical insurgency, then New Bethlehem is an actual terrorist organization). Implied to have been the ones who actually blew up Komos Tower with the rest of the bombs, explicitly conducted a series of bombings in Neutroville to break into a Grove Bank vault, and also shoot Audrey with a chemical that induces Collapse Syndrome in her.

• Julian - New Bethlehem sniper, uses webs to ensnare targets. The reason the story has stopped up until Outbreak (due to him in S4 showing up and potentially causing a major disaster when breaking into Space Lab), potentially being retconned into the new character people are talking about.
• Galatea - Only known as "The Great Artist," implied to be a higher-up in New Bethlehem. Still has her signature clone abilities. Has since been retconned to just be a magician/artist.

Basically, a sort of workaround to sidestep issues with reconstruction/the Reincarnation Project.

TL:DR Scissors invites Celestia to open a branch of the Astral Sanctuary in Preton (Scissors territory) and runs into trouble due to Collapse Syndrome being a taboo topic. They run into Eika by happenstance and enlist her help in promotion, and end up running into Michele during an incident where someone Eika knows contracts Collapse Syndrome. Michele and Eika enter a tense friendship - it's implied Eika knows Michele is from PUS, but still befriends her in an attempt for both to reach an understanding.

PUS then conducts a unexpected raid on Preton to arrest The Scissors due to the Komos Tower bombings. Eika ends up going into the fray and assisting Ming using a mask as disguise (and ends up blowing up a warehouse, causing a building collapse, whilst Michele attempts to sneak into The Scissors base, only to be stopped by Lawine and a cave-in. PUS attempts to seize the patients in the Astral Sanctuary Preton branch only for Fuchsia to intervene.

Michele, Eika, and Fuchsia end up back in Astral Sanctuary for treatment, where Michele discovers the cause of the bombings. This drives a wedge in Eika's and Michele's friendship - Eika storms off. Just as Michele is about to leave as well, Ming intervenes and, after soundly beating Michele in a 1v1 fistfight, gives Michele mercy and tells her to apologize to Eika instead of running off.

The two eventually meet again, but Michele, instead of keeping her word, attempts to arrest Eika. Smash cut to Julian breaking into Space Lab to cause chaos and what seems like another potential major catastrophe that's about to happen.

The reason why Season 2 and Season 3 are on the wiki is because game files actually have localizations and all the other details (background images, music, whatnot) in there. Season 4 placeholders are in there but they're entirely blank, so the format used to import the Season stories onto the wiki wouldn't work.

And given that Season 4 is 18K+ words...importing all that is going to be a pain, not to mention there's a few question mark points in the localization I did as well.
