I would say Urbino being mercenaries is a somewhat big oversimplification. As a faction in the world, they're more of a neutral party whose interests don't quite line up entirely with PUS or The Scissors. Calling them "mercs" is a bit of a misonomer and generally referring to the fact they can be on attack OR defense in-game.

Also, if you REALLY want to get into the weeds, Urbino is also potentially a cover-all for basically any character that doesn't neatly fit under the faction affiliation of PUS/The Scissors. Granted, the only example of this is Galatea (part of the ACTUAL terrorist cell New Bethlehem, not Urbino).

To be fair, there isn't really the most fleshed-out insight into Urbino's greater purpose as a business conglomerate besides normal business things and a single line from Bai Mo about "finding a new world."

As for the neutrality, at least as far as the greater factional ideologies are concerned, Urbino's neutrality is explained by how that aforementioned mission has some overlap but not complete overlap with both The Scissors and PUS.

There's definitely some cases where Urbino has faced difficulty from both sides that we just haven't seen yet - case in point, the Season 4 story (where Celestia is invited BY The Scissors to open a temporary location for the Astral Sanctuary, and also included a case where PUS attempted to forcibly seize Astral Sanctuary patients).

And it seems like what makes somebody a superstring or not is just sort of the luck of draw upon becoming a strinovan, unless there’s something I’m missing.
