I don't think so. There are some times where there will be no guns with ammo and also a low chance of finding a gun in the crates, so if ammo could be found in gun crates (e.g., Shotgun Shells, Pistol ammo, and Revolver Rounds), then that would add a bit more utility and would require Both the correct gun and the correct ammo type. The ammo should also take up an ammo slot to balance it out. Overall, a solid suggestion.
