Because some people would like a higher chance to spawn the detonator in their games. Even if it's slightly higher.
As said, i think you didn't read correct. "It's a setting" u can adjust urself in the tablet that doesnt mean this changes as default for the whole game.

So then you as host could decide if yous want more chance on a detonator in a round or less chance.

okay but like why is this necessary? the whole point of the detonator and c4 is for there to be a chance that itll explode in a round, making carrying it a chance of death rather than it being lethal, also, if the detonator is set higher, itll only promote more mass suicide bombing, kinda ruining the game, less chance just means c4 is more pointless cuz theres a low chance it spawns with a detonator

Because the question is to make it a option on your tablet to change as a host. Not to change it as a default for the whole game.

Some people like the higher risk, some people just play for funs with their mates and don't mind the mass suicide bombing.
