Did you test in a started game or just in the lobby ?
Is you mic volume set at 100% in Windows and Steam settings ?

I have VCed with some people and verified that even with doing these steps, sometimes the game still wont pick up thier mics.
If none of these videos resolve the problem you just have to wait for a mic option in-game.
