You have to use a cash bought resource to reforge it and reroll the cosmetics it changes into from a pool - you can get lucky and have it be cheaper, as it gets more expensive each time - but the cieling is about that much. You can also settle and just keep whatever you get, but most people bothering want it to be exactly their personal pick.
