but other than this mostly encounters don't trigger if your list is full, there's a limit forgot exact number so try clearing if any other encounter left

you can turn lv86 gear into lv91 gear, their base value will increase but the tuning stay the same, modulating system allow you to increase the tuning value, the cap will be lower than a normal lv91 gear however, great if your lv86 gear has good tuning line
