If I do the expeditions in SEA they work like intended and even show the "New Holy Site discovered" message after the second expedition to a point of interest but they don't convert into holy sites. I thought it was one of my other mods but when i did it with just Elf Destiny the bug continued. I tried it with another point of interest in China (the one you travel to to become an Elf) and there it worked.

Did you try going back to a save where you hadnt yet visited that site twice?
If you already did that with other mods on, then take those mods off and visit that place again, that is very unlikely to work. You've already been there twice.

that's somewhat releiving to hear i had noticed this as well and thought it was some other mod breaking it and that i would have to go through everything to find the problem

I thought about that so I created a new save file with just ED enabled to confirm it was a bug of the mod on a clean slate.
