NPC Vengeance Jones
Can anyone help me? I've tried everything. I've made another village in the grasslands biome, I've set my spawn to another bed and respawned, I've looked at all the villages I have, but the NPC doesn't spawn.

Also, it's rare because the monoliths spawn, I have two relatively near to my main village and I've even destroyed them several times, but the NPC doesn't spawn.

Did you also check Rebel Village and your world's tutorial village (if any)? I assume so, but if you've only been searching SCBC and your own villages it's possible he spawned there for w/e reason.
