I've only seen it happen on this specific mission. The conditions were any bills any condition.
Scanner shows no matching currency in the box, but it's all there.
Turned the box in and it was accepted and finished the quest, so it was just a glitch with the scanner.

The reason is because it isn't asking for a specific container, it will be counted as completed

Does it register if you wrap the bundle? You get bonus points if you wrap every bundle anyway, and that might register as a container of it's own.

I restarted the game, but the problem persists.
I tried it with and without foil, but there was no change.
Different boxes didn't change anything either.
