It's the first enemy that spawns and takes one to three hits. Unless you intentionally avoid it I can't see a way this is a problem.
I don't recall if the game prompted you to kill it or not, but there's very little else to do in the first few seconds of the game.
All that to say, I don't agree with your opinion. I find it to be an enjoyable bit of flavor for the game. You start with nothing and pry a weapon out of a particularly burdened animated corpse.
its a very bad first impression when you start punching skeletons for no damage. I actually missed hitting the first damaged skeleton. I think first/any early impressions are important for player retention.
In stage/level 3 there is a chest to open for your first weapon.
I just said I thought it was a good first impression as it informs the desperation of the dark rituals. You are sent out naked and it's only the fortune of encountering this undead someone else previously failed to put down that you even have a chance.
I've never seen it manage to attack me before my character kills it even when I get minimal damage with every hit.
What exactly is screwing you over?
You've obviously realized that you're supposed to kill it right away by now. If you keep repeating the same mistake that's on you.
How is it different to run up to the weapon skeleton or run up to the chest? It's about the same amount of time before you get your weapon.

What did you do instead? It's the first enemy that appears, it's the closest to you. What other decision is there to make besides attack it first?
Running away, obviously. Im just giving my first impressions, mate. Maybe "ridiculous" is a too harsh word. It's very uncommon you start fully naked and get a victim offer layed out for you. Anyway I figured it out on 2nd try and got some good runs with bows. But I considered quitting when axe-runs went badly. I think player retention is very important.
