Install HookGen and LethalLib ?

Hey everyone i wanna download mod for me and my friend and i need to install these two but it's not that clear and i don't wanna make mistake how do i get all these to work together ?

Saw this indian guy doing tutorial but he does'nt know how to properly install he just put all the files in one and copy paste
