Why? It just be like a rocket that has a clear looking shockwave that doesn't disappear. The "rocket" would basically be invisible and would be tied to the anchor model, the model would extend then retract with chain that follows the anchor's path that is hidden until it goes into a firing state, to compensate you could lower the rocket fire rate and add a small section of code to check when the retract animation finishes then allow it to fire again.
It would be annoying but not too impractical. People have made more complicated animations for less in this game.
Out of the most out there skin ideas this one is actually kinda doable.

Maybe an anchor in this style would be better, something that folds. Liberties can be taken so it still looks like an old style anchor while having a rotatable joint that allows part of the head to move. The design can even changed to make part of the joint look robotic and/or electronic while the rest of it still looks anchor-y.
It doesn't have to specifically look like this but something that folds might be better to work with.
