Here's how it could work, when your at ship, you can have your own gobblegum pack, (you can't switch it if ship is landing) so pretty much you can have it where there are 5 gobblegum in that pack you can have default such as, "No Longer Afraid, You can't hear me but I can hear you, fire sale, etc." To get different gobblegums that can help out, you have to make it through quota, you can get two new gobblegums per quota.
Trying not to make it complicated
If you want to switch gobblegums in your pack, you can use terminal.
