Yes I think it's more a combination of how many of each monsters can be together on the map, but each moon has their own spawn rates for monsters, and with all the modded monsters/moons I'm not sure I should mess with that 🤔
Although from my understanding, if it takes more power level, it's by extension less likely to appear since there's a limit to the total power level and if it does spawn, that means there's less power for other dangerous creatures, so it's still not a bad tradeoff.
