Sometimes a video editor with some audio effects and a handful of sounds with a track or 2 is all ya need. It's like cooking, throw stuff together until it sounds good then use settings like spices to tweak things until it's dialed in to exactly where you want it.
If you want an actual program better suited for it though try audacity.
