Setup

head to https://thunderstore.io/c/lethal-company/p/HGG/JigglePhysicsPlugin/, install it AND manually download it, then open the .ZIP
(you'll need it listed as a dependency for your mod so people download the plugin as well)
in the same project that you have for regular cosmetics in Unity, make a folder for the DLLs
(you can name it whatever you want, i named mine JigglePhysics)
extract the JigglePhysicsPlugin.dll and drag it into the new folder that you made [img1]
now head to where you have BepInEx installed (Settings > Browse Profile Folder) and go to BepInEx\Plugins\core\
drag every .DLL file excluding BepInEx.Harmony.dll into the same folder as JigglePhysicsPlugin.dll [img2]
save your project and relaunch Unity (this is just a one-time thing)

Adding Jiggle Physics to a bone

in the asset explorer, click the ▶️ button next to JigglePhysicsPlugin.dll and drag the JiggleRigBuilder either onto the object directly or under [Add Component] in the inspector while the model is selected [img1]
in the Hierarchy, open up the model's armature until you find the bone that you'd like to apply the physics to
without collapsing the tree, select the model again (Klonoa Tail, in my case) and drag the bone onto the property labeled "Root Transform" [img2]

Adjusting the Physics

while in the folder you made for the .DLLs, right click and go to Create > JigglePhysics > Settings. name it something related to your cosmetic, preferably [img1]
this is how you can adjust the Gravity, Friction, Elasticity, and Blend (note that it may appear "heavier" when actually in-game.)
select your model again (Klonoa Tail, in my case) and drag the Settings you just made onto the "Jiggle Settings" property [img2]

Previewing the Physics

click the ▶️ play button on the top of the Scene Viewer, and switch off of Game view to Scene view
select the CosmeticPersonExample object, and try moving them around!
you can play around with the physics settings while its active so see what works
