We already have Methyl and Fenethyl for increase stamina regen
Isn't methyl a lab rat level 4 thing? What about us cherry grunts?

I'd rather not see cigarettes or vapes in game. I know there's an associated cool factor with it and I know it'd be very easy to say, "Well just don't use em" which would be in of itself quite difficult if they offer benefits. The reality is they offer no health benefits whatsoever, but more importantly my reasoning for not wanting them is I quit smoking and would just rather not see them.
Why would these increase stamina regen?
They are known products that reduce lung capacity and blood-oxygen transfer, not increase them.
That means lower arm/sprint stamina, reduced speed and increased muscle exhaustion. None of those are desirable when in a combat situation.
Not advocating for their use, but nicotine does have some short term benefits suppressing "shakes" or "jitters" after an adrenaline high, and providing a short feeling of relaxation. Its part of the reason they were a part of WW2 k-rations.
That being said, they should have some downside apart from toxicity imo.
But aside all that, I am against them being added anyways.
Yeah, but that doesn't have anything to do with stamina as is being requested in the OP.
As such, I'm not sure what actual benefit this would be in game as you don't really have adrenaline highs simulated.... so there's nothing for the nicotine to calm.
But I'm in agreement with you - I'm against them being in there, both from a "this makes no sense" standpoint and on principle.
Im against them because the niche of medicine that gives a small stamina regen boost at cost of Hydration/toxicity is already saturated, when these penalties are already meaningless.
The issue with relaxation drugs (thats what they are) in games is the character either has game-ified stress, or it's all player-side. Meaning they would have to have overpowered effects which....don't think people taking EVEN MORE DRUGS into a gunfight is the best thing...you can use it yourself in person or headcanon it though.
The one niche that isn't filled yet is something to reduce the amount of suppression you get, but I don't think taking time to light one up in the middle of a gun fight is going to be a popular solution for anyone.
Again, don't add cigarettes or what ever nicotine addiction the gen z kids are doing these days.
