I already brought this up with Cox and they said they show no issues on this matter. I requested they provide an update of their service to the server for EA and they asked if I had any further issues with any other aspects of PS. Once I said that they said there is nothing they can do.

I think this is honestly a Deflection. If it randomly works, how could it be ISP. It didn't work for 5 minutes this weekend, yet they are back in office to address and it works again in the afternoon.

Just say my internet to the PlayStation is terrible and ask for a manual reset from their end.

Yeah i played about 4 rivals games last with and connected into ut straight away, i simply went on the back of the router and hit the reset button. dont know if its luck or a one time thing but its working
