Snowmen do appear, but it's rng. If it just so happens that you did not get one spawned in 100 bless, that's just bad rng.

At this point it's not rng. We have at least 1 before this update, and other time 5-6 on the same train. It's not logical that it doesn't appear at all 2 days in a row

You have to understand that it's not meant to spawn every dungeon you go into. If you farm a dungeon, let's say Chuanka, it will spawn, but if it doesn't it's rng (random, very random).

We have farm it. It haven't spawned + the big train. That's not normal
