Ping is a big factor for assassins since you need low ping to ani cancel smoothly and also our damage is all about uptime
When I played at 64 ping vs 20-30 ping a few months back, there was about a 15% difference in dps
Also make sure you’re doing an optimal rotation by following the guide pinned in this discord

Focusing on cd is a good cheaper alternative but only to a certain extent, there’s definitely diminishing returns. I’d say 3.5-3.6k cd is a good number to aim for before you focus more on ap, then just passively make sure you’re getting cd gains or at least maintaining around that level
And also focusing on cd won’t do much if you don’t have the cr to actually make use of it, so try to stay above 3.7-3.8k cr

so I decided to re-visit this topic and use some real numbers now that we have a lot more information (and more important a consistent baseline we can use) to see how much of a difference could potentially come from each skill.
Here is a spreadsheet of numbers. Base stats used in all situations are 1,000 AP, 1,000 Accuracy, and 1,000 Evasion.
For Low CR/CD case, it is 42.50% CR and 210.60% CD.
For High CR/CD case, it is 70.92% CR and 295.98% CD.
It assumes a hit frequency of 1 hit/sec for Mist Slash (purple), Electro-pierce (gold), and Lightning Pierce (gold) (though the tier of these skills don't matter whatsoever to the difference in damage between FS and SC).
For all listed cases in the top table, 10 seconds (full timer of FS/SC) is the base assumption when it comes to multipliers used, except for those listed with "5s" and "10s", since PB only lasts for 5 seconds. The "10s" shows the average of 5s with PB, and 5s without PB on Spirit Concentration (i.e. ((SC avg) + (SC/PB avg))/2).
Really for most fights, what should only matter is what your DPS looks like AFTER the use of said skills, which is why I showed what the DPS would look like after 15 seconds on the bottom table. For Fighting Spirit, it assumes you use Poison Breath first, wait for it to run out, then use Fighting Spirit immediately afterwards, so that you have 15 full seconds of extended Critical Hit. For Spirit Concentration, it assumes you use both Poison Breath and Spirit Concentration immediately after each other.
As for a conclusion, what I can see from this math is that the difference between purple Spirit Concentration and blue Fighting Spirit is otherwise within a negligible range of DPS difference (between 3% up or down), with the difference being smaller the higher your CR/CD is. In that same vein, the higher your CR/CD is, the less of a difference you would see between purple SC and purple FS (though it is within a noticeable range of more than a 8% DPS difference.). The lower your CR/CD is, the greater the difference in damage is.

As CD increases, Spirit Concentration becomes worse. If you increase Critical Damage from 295.98% to 365.28%, all %differences become negative (i.e. Spirit Concentration does less DPS), even against blue FS. This is because as CD increases, the increase you get from SC becomes much less influential to overall damage, and CR becomes more influential.
As CR increases, Spirit Concentration becomes better. If you increase Critical Rate from 70.92% to 88.49% (keep in mind, with your formula this would require 10,050 CR base stat + on-rush) purple Spirit Concentration would be equal in damage to purple Fighting Spirit. The closer you get to 100% (30,500 base stat + on-rush), the better Spirit Concentration does. But even in a theoretical situation where you have 100% Critical Rate and the same base Critical Damage (295.98%), Spirit Concentration would do about 5-6% more damage.

I'm not sure on the methodology on how on-rush's contribution affects critical hit so I can't say whether its accurate or not but its the best we have

dps chance is hardly worth it. Considering an average 3 hits per second, 1,000 AP, the average damage increase gained from the maximum of 120% AP damage would be 1.2 x (3 x .05) x 1000 = 180 dps per sec increase
Having that same average chance to proc a 2%+ crit hit rate increase for 8 seconds every 20 seconds is much more valuable

you do know how % increase works right...? it's not a 2% based on your current crit rate, its the total % crit plus the listed amount of crit rate. if you are talking about GM points specifically, stacking blue EP will likely still be more damage than stacking purple mist slashes.
Since stacking EP gives a damage buff to both EP and LP (RMB and F), which is a larger % of your overall damage.

Considering you can get 500 from psyches soul shield 5-8 and you can get up to 500 on each legendary soulshield + evasion base from sin being the extra stat increase we get you can easily reach 4K with max souls shields using 4x cd/eva and 4x cr/cd

-you need 2000 accuracy to not consistently miss critical venom stacking skills
-You want to aim for 1.8-2k piercing to not just lose 60-80% of your damage to defense. Assassins do not get a lot of base pierce nor do the electro pierce books give any so you have to gear for that
-You want Cdmg in every single substat line you can get it, as this directly scales your critical chance so neglecting this effectively negates the dps relevance of all that crit youre stacking
GL having any room left for evasion after that. And thats just to make the (electropierce version) assassin class playable

to add onto that, if your at the point to where you can easily just add 3,000 evasion without sacrificing any other stat, you're probably already doing 60k+ damage to dummy. An increase of 2k is only about a 3.33% damage increase, which is incredibly low for the high amount of investment we are talking about theoretically. Compared to critical damage/critical rate, while there is diminishing returns, I don't think we're at the point where such massive investment can be justified as an alternative option, especially with how important both stats still are. Evasion as a stat as well only applies to one or two skill (heart stab/electro-pierce and lightning pierce) meanwhile cr/cd apply to all skills, meaning there's already a major disadvantage evasion has as a serious damage dealing stat.
By all means you can build evasion if you think its a good investment, I won't tell you how to build/play. Just in my opinion, it's not something to like put a huge amount of resources pursuing. If you get an ss that already has a cd/eva stat line, then yeah you could use it and save some resources trying to reroll for cr; I just personally won't reroll an ss specifically to get evasion

the change between 9 and 10 is minimal. You are talking 500 damage per proc. If you are 99% acc you only get that once out of every 100 hits
