No, its not that theyre used to the RNG, although that definitely helps with acceptance.
People in TW can just roll books knowing they can sell everything they roll, and the whales know they can buy anything they want. As they do that, the price and profit on rolling books goes down until you hit equilibrium.
In NA, we have so few players theres not enough whales to buy all the books being opened, and people opening books want more than the buyers want to pay. Legendary books might be the most extreme, but best, example. No one wants to gamble a legendary book for the 300-500k because even if they hit no one will pay that amount for their book.

The result is every player knows they could clear BSH, they just cant without paying. The only excuse is being poor. This makes it a lot more palatable when people clown you for thinking you can clear the content day 1. You will be able to… eventually. Or you can pay for it.
In NA, you cant even buy the books if you wanted to, theres legit none on the market and no one is rolling new ones to gamble because the sale price isnt anywhere near the gamble cost. The select few who are geared enough to do it just play amongst themselves and with clan mates (myself included) and theres still no one gambling or making additional purple books to help anyone new clear it.
